 Seems as though the Lugg incident is all over the press and media now.    Raises many questions though does it not.

Did the landowner seriously think this was acceptable in any way.

Did he have permission for anything like this exercise.

Why was the alarm not raised sooner by local people/anglers.

Why did it, apparently, once again take the EA so long to respond.

Surely this will not go unpunished and must result in a prosecution and heavy fine.

Perhaps it;s a case of the landowner taking a chance first and then arguing about it later.  I once knew someone in WUF who operated in that way.  You can/t always put something back you have destroyed but you can argue about it afterwards and sometimes get away with it.   Hopefully not in this case.
