What is happening?

Proposed new rod licence duties for the period 2023 to 2026 have now been advertised. A copy of the statutory notice is attached and includes details of the consultation process as well as a summary of the new duties. The statutory process allows one month for objections to be submitted to Welsh Government (closing date 18thNovember).       For Welsh submissions E-mail:  Fisheries.Wales@naturalresourceswales.gov.uk

 

 

Why now?

Duties were last increased in 2016. Since then, licence income has steadily decreased. In addition, inflation has eroded the spending power of the income we receive from rod licence sales in Wales. Increases are, therefore, necessary if we are to at least maintain current levels of service provided by NRW’s Fisheries service. We estimate the increased duties will bring in an additional £100,000 of income in 2023/24.

 

What will it mean?

Market research indicates anglers are generally happy with rod licensing arrangements and most will tolerate a small increase in duties to help support the Fisheries service. These proposals will result in a £3 increase in a Full Coarse & Trout Licence in 2023 with smaller increases proposed for 2024 and 2025 (the increase for migratory salmonid licence holders in 2023 will be £4.10, again with proportionally smaller increases in 2024 and 2025). All licence categories will see an increase, however, the Junior Licence will remain free of charge and the eligibility age for the Senior Concession will increase from 65 to 66, in line with the state pension age.

 

Next steps

After the consultation closes in November, we will then write to our Minister in Welsh Government seeking formal approval. We need to do this before the new duties can come in. If approval is received, then the new duties will commence from 1st April 2023.

 

To register a formal objection to these proposals responders  are asked to use the email or postal addresses as shown in the attached formal notice and ensure any correspondences are submitted by the closing date (18 November). Copies of all correspondences will be included in our request for approval of the new duties to Welsh Government.
