As for Lyn Bulbeck, EA -well perhaps I had better not comment.
Do they seriously think anyone will take any notice of their signs. I suspect they will soon disappear and with no means whatsoever of any enforcement its a waste of time.

This section below deserves particular attention;
One again it confirms there is NO RIGHT of navigation above Hay on Wye and in particular
the fifth sentence is a downright lie. There is NO arrangement to share access below Glasbury.  None of the fishery owners have given permission, other than perhaps the De Winton estate who has a couple of hundred yards mid section, to use their water   The upper Wye is not recommended for beginners they say but it never stopped them trying before.  The main reason why they are not wanted between Builth Wells and Glasbury is that most beats are owned or controlled by guess who!!! WUF supporters.   Its OK in the autumn and winter though when the salmon are spawning.!!!
I just wiash someone would open up a canoe centre in Builth wells -then the fearthers would really fly!

Access upstream of Hay Bridge

  • there’s no established legal right of navigation upstream of Hay Bridge
  • during the summer water is often very shallow
  • you should always get permission from the owner of the river bed (usually the owner of the riverbank) before you access the river
  • permission to launch on a particular section doesn’t entitle boaters to pass over the bed of the river belonging to other owners downstream or upstream
  • there’s an arrangement to share access and river use between anglers and paddlers; please refer to the Wye & Usk Foundation for further details
  • the upper Wye isn’t recommended for beginners, or boaters who don’t have considerable experience of white water

Access downstream of Hay Bridge

  • the public right of navigation doesn’t give a right of access to the river bank downstream of Hay Bridge
  • other than at accepted public sites, you should get permission from the owner of the riverbank before you launch or land your boat
  • you will need permission to camp or picnic on the banks or neighbouring fields
