Few showers around but made little difference, though cooler.  Still algae lower downriver yesterday.

Two fish reported from Coedithel  both by syndicate member.  One on the 26th May and one yesterday 14 and 11lbs.   Few fish seen on most tides apparently accompanied by seals (s)

TODAY  Ingeston 9lbs to David Slade  Mepps.

 Some more information re the NRW byelaw enquiry.



Sorry it’s taken longer than I had expected to get back to you, I’ve been waiting for some further background information.

From my perspective, (and I suspect you will agree) conserving salmon and sea trout stocks is a concern, and action is required to ensure that stocks are viable and support local ecosystems. However, any regulations must not be to the detriment of anglers and fishing clubs that support our local economies, encourage tourism, and ensure that angling rules are upheld. I am aware of the concerns that anglers have on the proposed mandatory catch and release initiative across all rivers in Wales, and our spokesperson Andrew RT Davies AM and I believe that a more pragmatic approach to catch and release is required.

As I understand the position, the inquiry into the fishing byelaws was held by the Planning Inspectorate in January 2019 as a result of the large number of objections to the NRWs proposals, which is another example of poor management at NRW, and it is correct that this issue was subject to an independent review.

In discussing this with Andrew RT Davies, he has been urging  NRW and the Welsh Government to take a collaborative and flexible approach to negotiations with stakeholders and urging Lesley Griffiths AM, the Minister, to develop a more pragmatic and proportionate set of regulations based on the Inspectorate’s proposals that protects our fish stocks and ensures that they can be fished sustainably, whilst also meeting the needs of responsible anglers who help to enhance our river environments of course.

I would want to see the inquiry report as publicly available.  I note that to date the report has received an extended deadline of today 3rd June.  I would like to see the report, when available, so that myself and Andrew are able to scrutinise it.

Andrew has mentioned to me he is going to come back to this, and will  continue to scrutinise the actions of both Natural Resources Wales and the Welsh Government in its implementation of any new rules and regulations relating to fishing.
