I hesitate to comment on the below Newsletter as to do it justice would probably result in a solicitors letter.
Having spent many millions of pounds 8/10 12 million  who really  knows, they still hold out the begging bowls even after you have snuffed it.  Why not you won't be needing it though I though of course there is a £500,000 wage bill to service.  Wonder how many black caps they will sell and who will be man enough to wear one.
As for volunteers -after years of disengagement especially with anglers they now appeal for help.
Redd counting and beat maintainace for heavens sake -owners seem to want it all ways.

Campaigning For More And Bigger Bass




It's been a massive month for the Angling Trust campaign to save our bass stocks. MPs have been flooded with letters from anglers demanding an end to the pair trawling of bass spawning sites, reduced catch limits for commercial boats, more bass nursery areas and a new, higher minimum landing size to allow fish to breed and stocks to recover.

We have briefed all MPs on the parlous state of bass stocks as revealed by the latest scientific assessments and secured an important debate in the House of Commons on December 3rd, led by our friend and colleague George Hollingbery MP, chair of the All Party Parliamentary Group on Angling.
Sadly, the fisheries minister George Eustice failed to deliver any sort of agreement amongst his fellow ministers at the European Fisheries Council and the focus now moves back to our campaign for long overdue UK domestic bass conservation measures. Fish Legal confronted Southern Water, United Utilities and Yorkshire Water at the Royal Courts of Justice in London, in a four day trial from 24-27 November over public rights of access to environmental information they hold.
Fish Legal wants secure rights for its angling members so they can find out about the major pollution of fisheries caused annually by the Water and Sewerage Industry. A Judgment is expected in early 2015

Fisheries Enforcement Workshops: More coming in 2015

2014's Fisheries Enforcement Workshops have given anglers a better understanding of the law, how the system works to protect fish and fisheries and the bigger picture of rural and wildlife crime. Organised by the Angling Trust to present best practice information and guidance from the National Wildlife Crime Unit, Environment Agency and Institute of Fisheries Management, the recent workshop at Mytchett, Surrey was a great success and all attendees left with a better understanding of the law and how the system works to protect fish and fisheries. Look out for more workshops coming up in 2015.

This years Family Fishing partnership between the Angling Trust, Get Hooked on Fishing and the Environment Agency saw hundreds of families enjoy the fun in fishing together. Anglers Prompt Airport to Control Its Runway Pollution

When Southend Airport proposed to introduce a runway 'de-icing agent' in order to increase its winter flights, risking the pollution of local streams and a marine Special Area of Conservation, anglers only found out about the plan through the chance reading of a newspaper article. By making last-minute representations in April this year against the permit about to be issued by the EA without any controls on de-icer runoff, Prittlewell Anglers, Fish Legal, RSPB and others have persuaded the Agency to require a full risk assessment with the result that proper pollution control measures are now likely.

Rain in the upper catchment has raised levels considerably again. Supposedly more to come tonight and tomorrow apparently.  Still all those salmon have carefully selected their spawning site so that not even 6/8/10 feet of floodwater could shift the fairly fine gravel they lay them in. well according to WUFs tinkerbell fairy.

Wuf Director keeps giving pearls of wisdom on the internet. This is his latest.

Where in the real would anyone think that the minuscule number of adult fish that might possibly (but probably not) have been derived from a very small stocking have any influence on the natural recolonisation of the Arrow from the relatively huge Wye population? So there you have it.  From claiming categorically that the stocking or the Lugg and Arrow worked when they did it, he says now that 'probably' NO fish returned to the river from that stocking.
Seems too we have a HUGE population on the Wye anyway so the Arrow stocking numbers were insignificant (350,000). Spending money also comes into the equation of course.

Interestingly I found this today apparently from Dr Graeme Harris, who may still be a friend of WUF. who was once Chairman of the Fishery, Ecology and Recreation Advisory Committee in Wales.
Referring to data from studies at Burrishole (was that Dr McGinnity too) where all fish are trapped he apparently said that the figures from the Irish scientists proved that hatchery rearing could produce 60 adult grilse for every 3 that survived in the wild from the same number of eggs.  He also said that only 0.4% of salmon eggs survived in the wild to become smolts.

I wonder if Dr Harris still takes that view and what part if any did he play in the NRA consultation.  Wouldn't mind betting he is now sitting on the other side of the fence like many others.
In case you thought my Wye report was a little brief this month please see below the one I sent and how it differs from the one that was published.   I'm not making any comment as to why - you may have an opinion of your own.


RIVER WYE REPORT  OCTOBER/NOVEMBER 2014.

Final figures for the Wye are always problematic and depends which collection of catch statistics you look at but at the moment the final figure is somewhere between 550 and 570.  Fact is some of the catches materialise from nowhere with no names of captor or indeed any other details. Others seem to get an invite to fish a beat and put down a fish in the book as a thank you to the owner. I know this is true as it happened to me more than once. The EA catch was always the one most referred to as being the most accurate as it resulted from anglers and owners catch returns.  We shall have to wait for this.
The last two weeks of the season was on the high side for most and mercifully there were not too many caught on the spawning redds. The month produced around 60 fish but this included some late reports of fish caught earlier in the season.
Most fish were caught on the upper river from places such as Spreadeagle, Rectory, Ty-Newyyd, The Nyth, Abernant, Glanwye, Builth Town, Rhosferig and one at Rhayader on the last day of the season. They were a mix of sizes but no reports of any big fish. Wonder what happens to all the ‘twenties’ reported during the spring?
Whatever the total it’s less than half of last season total and whilst various theories are expressed to account for it no one really knows do they.  Sea survival seems to be the favourite and most likely suspect but again much of this is speculation.
In fact speculation seems to be the name of the game in many quarters.  At the recent WUF Annual meeting the Director indicated that he thought that the river was producing more smolts than ever. This was classic speculation as he has no way of estimating how many smolts the river is producing. He tried to do so by comparing returns of adults to the river, again speculation,  set against percentage of sea survival, again totally unknown.   So you have no real information to put in yet expect to get out an answer that everyone can believe in.  Not sure many did, though hard to believe that this year’s catch figures never got a mention at the meeting at all..  In 2012/13 with slightly improved numbers it was all down to the ‘work we did ‘in 2008/9.
Much of the meeting was taken up by a presentation by John Lawson who has attempted to improve flow rates on both rivers, and on the Wye by seeking compensation water from  the Elan Valley reservoirs to enhance/prolong a natural spates impact.  Lots of graphs but it would be good to see the full report in print after all the effort he has put in but like other WUF projects, the Irfon (ISSAC) one for instance, then we are still waiting and probably always will.  I asked the Director what would WUFs involvement be with NRW as a partnership seemed imminent between them. He replied that NRW would be the regulatory body and WUF would carry out some of the work.  A route to more funding no doubt so why would WUF not agree to the NRWs descision to close hatcheries made almost certainly way before the sham consultation took place. The Director also indicated that WUF will have soon done all they can on the Wye and we must hope that sea survival rates improve. How comforting is that.
The WSFOA meeting prior the WUF meeting was described by a couple present as bizarre and a shambles. I was not there of course but understand there was considerable unrest with the Chairman walking out on one occasion and another member being told to ‘shut up’.  Not much seemed to have been resolved and some issues were delayed to a later date. It was I understand agreed however that owners should be balloted as to whether the Association should object to the NRW  decision to close the Welsh hatcheries.  A little late in the day as this has already been done and despite the Committee decision not to support the SNR against the wishes of the majority of its members who had already signed up to it.
WUF even supported SNR through WSFOA (the owners), (some of the WUF people are also owners and one is the secretary). The director was on the SNR committee at the owners (WSFOA). WUF's involvement and support was so complete that donated funds specifically for SNR were held by WUF.

Clearly WUF supported SNR when it suited them to appear to do so. As soon as what looked like a better option for them, ie the potential for being NRW's favoured partner (stakeholder, isn't everyone in Wales a NRW stakeholder?) in the vast raft of habitat work across the whole of Wales, they jumped ship.  No doubt there will be much lobbying and persuasion taking place behind the scenes to get people to change their minds and come up with a result acceptable to the two or three people who dominate this seemingly meaningless organisation.  There was also I understand a move to rename the Association and to include ALL river riparian owners into it.  Does not take a crystal ball to see who will benefit from that.
Seems to me that most anglers on the river Wye are now in despair as to what has happened to their river and the state the salmon fishing is in.  A remote, already disgraced NRW who do not seem to have the wit or desire or the money to do anything to improve our fishing. A river trust that cosies up to them, seeming to have lost the main aim of the game and relentlessly enlarges it’s staff and the subsequent funding needed to keep it going with aspirations no doubt to extend its influence further into Wales. Engaging with no one and failing to publish most of the information required to assess its work or to have any of it peer reviewed.
A Wye Salmon Fishery Owners Association whose key members are WUF trustees and benefit from its passport letting scheme especially the coarse fishing side of things which in many cases compromises the salmon fishing beats, and who seem to fund WUF with no idea as to how the money is spent or indeed its effectiveness.  All three bodies have sought to snuff out any initiatives from third party activities with shameful displays of duplicity.   Does anyone really know where we go to from here because quite frankly I don’t?  Wye angler no longer have a voice anywhere it seems to me though, I do my best.
On a brighter note river levels have been good since the season ended and look likely to continue so most fish should be able to access wherever they wish.  Just how many there will be is again speculation.  The only sure thing is that there will not be enough and just a fraction of historical numbers.  No spawning has been reported at the moment but will probably be pretty much over when you read this.

See below from WUF .. Another success apparently. remove a few wiers or perceived blockages and miaclously fish appear from nowhere to populate them.  First time for 200 years.  Well when the wye was in its heyday it certainly didn't need these extra areas did it, it won't fill them now for sure..   Its not clear whether the 150 redds mentioned are salmon or trout.  If its salmon.!!!!!!!!!!!!!!
Once again credibility is stretched and in view of dozens of previous false dawns I will wait and see.   The Arrow would be a prime site for a smolt counter to show what all these fish are actually producing to go to sea. They won't do it though will they as in other monitoring episodes the answer might not be quite the one they were expecting.

He the err director then goes on to say this on an internet forum.(See the below quote)  The most bizerre quote in this is the assertion that eggs and gravel during a spate do not get washed out.  No one said ALL do but has he never been out on the main stem after a big spate, or up the Irfon or Ithon too and seen whole sections of gravel which had been cut by the fish simply no more. Gone, Caput, Smashed. Finito.  Make you wonder if he ever leaves his office or ever seen a proper spawning redd.  Everyone on the river knows it happens,some years more often that other. If it didn't we would be knee deep in salmon from all the millions of eggs they lay down.  They select sites that are safe he says, what a load of old rubbish. Apart from flood washout we also have redds left high and dry if the fish spawned in high water and levels dropped away.  Many also get exposed and frozen in during severe winter weather.  Some spawn in acidic waters where offspring cannot hatch.  Not too clever were those!
Of course its happened for thousands of years but most of the time huge numbers countered the losses to provide enough juveniles and amongst other factors could be a reason for the big swing in Wye numbers from one year to the next/.  I'm surprised he has missed this excuse -sever washout in 20010/11 resulted in this years poor catch figures.  Why not -he has used up every other excuse.figures.

Add to this, Stocking is one of the great Wye myths -yet he did plenty himself when it suited his purpose.
Stocking didn't work on the Tyne according to him. All the evidence showed it did and doesn't he wish he had their rod catch in recent years.
Gravel washout is not a fantasy its a fact, he should know that but apparently doesn't.
There is only one nutter around here and he's dressed up as Father Christmas at Stalag WUF sending us a message that all is going well and lets just ignore the 550 odd rod catch. Still it is fantasy time.

The reason why there are fish spawning up and down the Arrow is because 14 fish passes have been built allowing free movement to the various areas of spawning gravel. This is nothing to do with stocking. Its simply a case that the limiting factor has been removed, ie barriers to migration just as on the Tyne. Stocking is one of the great Wye myths.

There are some who actually believe that the planting once of 500 or 600 hundred fry from the Rhine 100 years ago created a run of large spring fish (but never explain why stocking with millions subsequently for 30 years during the great decline never worked)

Another myth is that every time it rains, all the gravel and eggs get washed out. You only have to look at redds afterwards to know this doesn't happen. Salmon have evolved to select safe sites. We have had spates and floods regularly over the last 10,000 years yet, I bet before long, some nutter will be claiming this has just happened, even though it has by Wye standards been a moderate flood.

If we cant explain that the Rhine stocking and gravel wash outs are just fantasies, how on earth can we tell people that there is no Father Christmas? NK

Crossing the Border

The recent heavy rain brought levels up by several feet on the upper Wye and Usk and caused the Wye to spill into the flood plain at Letton and downstream. This brought redd counting to and end for the time being at least. However, this was not before Seth had completed two days of counting on the upper Arrow. 
Last year we completed two new easements to create salmon and trout access, the furthest of them at Mahollam, upstream of Kington, just on the English side of the border. Seth's count was upstream of here for the next eight or so miles, crossing the border just upstream of Milton. There were at least 10 salmon redds in this section and well over 50 made by trout, to add to the 150 redds found downstream.
Salmon will have ascended 14 fish passes and covered about 125 miles to get here It is possibly over 200 years since salmon last spawned this far upstream on the Arrow. However, their upstream migration was halted by the the final weir at Llanpica.Throughtout this section there is ideal habitat and wonderful gravels and another 4 miles or so of equally good habitat above this weir. Needless to say we are absolutely delighted.
Grayling fishing was also brought to an end by the rain but had been very good before that, judging by angers returns. Coarse fishing is very much in between the end of barbel and the start of pike fishing. Chub will continue to be active as the water goes down.

Does he really think that given a good spate a salmon could not access that wier at Llapica.  Best get a grant to take it out though -much more lucrative..

Upper river dropping away now but lower river Ross to Monmouth still not peaked yet.  River reached over 4 metres at Hereford.  One has to fear for redds in the main river and some of the tributaries and with all blockages/obstructions now removed so will all the gravel from the rock based areas be pushed out by such a sudden high spate..  We believe huge amount of damage has been done in this way. Just how many precious eggs have been lost I wonder, how many spawning gravels, how many juveniles destroyed too. Are there any more fish to come as backup.  Nothing to suggest it so so far but no doubt others will have a different agenda.

As most of you know, I have worked hard to communicate the impact of raising salmon in feedlots among wild salmon through science, the law, government process and activism with you.  We have become a great team, we have held the industry back from expanding, but Canada is rewriting its laws so quickly we will loose ground next year. 
This week Canada and Mexico voted against the recommendation by a NAFTA commission that Canada's record on protection of wild salmon from farmed salmon be reviewed.  The U.S. voted for the audit. Here is the Press Release. This is a very disappointing turn of events, another door slammed shut to resolving this issue.
I am still awaiting the outcome of my legal challenge with Ecojustice last June, whether the industry can continue transferring diseased salmon into their ocean pens, which is pure biological madness, the courts have not made a decision.
In honour of all that we have done to resolve this issue, it is now time to speak to the people behind farmed salmon, the consumer.  Step one is a series of ads designed by a top ad firm.  $60,000 have been pledged by two businessmen if I can raise the rest.  I can see it is time this industry no longer be allowed to exist alone in the world of consumer advertising.  Effective ads cost a lot of money, there is no way around this. This is not a matter of pulling on gumboots, or walking shoes.
